Please provide me the following information in full.
1. What Adoption target figures(BVPI 163/PAF C23) were set in the
following years:
2004
2005
2006
2007
2008
2009
2. Of the above, what figures were actually achieved by NYCC in
each year?
3. Of the above how much for each year did NYCC receive finacial
rewards and/or extra government financial awards for attaining
performance targets in respect of adoption.
4. Of the above how many children were adopted as a direct result
of care proceedings?
5. What adoption figures have been set for 2010?
6. How many children have been placed with adopters this year via
care proceedings and twin track planning?
7. Of the Years 2004-2010, how many freeing orders/placement orders
were revoked through legal proceedings?
8. Of the years 2004-2010 how many children were placed with
kinship carers (extended family members)?
9. Of the years 2004-2010 how many cases involved the assessment of
extended family members via the involvement of an Independent
Social Worker?
10. Of the years 2004-2010 how many cases involved only a viability
assessment completed by NYCC which resulted in extended family
members being assessed an not appropriate to or unable to meet the
needs of the child/ren's, which resulted in the child/ren being
placed for adoption?

Thank you for your Freedom of Information Act request. Please find the
answers to your questions as follows:
1. What Adoption target figures (BVPI 163/PAF C23) were set in the
years 2004/2005/2006/2007/2008/2009?
The Adoption target figures for all these years were set by
Government for all Local Authorities, including North Yorkshire. The
target was
for 7% of Looked After Children to be adopted. North Yorkshire County
Council did not have any additional targets to the one set by
Government.
2. Of the above, what figures were actually achieved by NYCC in each
year?
2004/05: this figure is not held on our database
2005/06: 7.4%
2006/07: 6.9%
2007/08: 6.6%
2008/09: 6.6%
2009/10: 10.6%
3. Of the above, how much for each year did NYCC receive financial
rewards and/or extra Government financial rewards for attaining
performance targets in respect of adoption?
There was no additional ring-fenced funding from Government
specifically to support meeting these targets, although there was
additional finance provided to develop post-adoption support services.
The amount was £200,000 from 2005. In 2008 the Government no longer
ringfenced this amount but it is included in the central ongoing
government grant to NYCC.
4. Of the above, how many children were adopted as a direct result of
care proceedings? Please see the figures below:
2004/05: 24
2005/06: 25
2006/07: 22
2007/08: 20
2008/09: 23
2009/10: 19
5. What adoption figures have been set for 2010?
For 2010/11, no adoption targets have been set, and the C23 key
performance indicator figure (7%) has now been dropped.
6. How many children have been placed with adopters this year via care
proceedings and twin track planning?
Children who are placed with adopters via care proceedings are not
subject to twin tracking. The figure for children placed with adopters
via care proceedings to date for this year (2010/11) is 5.
7. Of the years 2004-2010, how many freeing orders/placement orders
were revoked through legal proceedings? Please see the figures below:
2004/05: 0
2005/06: 0
2006/07: 0
2007/08: 0
2008/09: 0
2009/10: 3
8. Of the years 2004-2010, how many children were placed with kinship
carers (extended family members)?
The records on this in NYCC go back to 2007/08 and these are as
follows;
2007/08 - 82
2008/09 - 39
2009/10 - 52
9. Of the years 2004-2010, how many cases involved the assessment of
extended family members via the involvement of an Independent Social
Worker?
NYCC does not hold this information centrally, and the only possible
place that it may be recorded is in individual case files. The
collection and processing of the information requested would take well
in excess of 18 hours, and the large amount of work involved would
bring the cost of answering the request over the amount to which we
are
legally required to respond, i.e. the cost of locating and retrieving
the information exceeds the 'appropriate level' as stated in the
Freedom of Information Act (Fees and Appropriate Limit) Regulations
2004. I
attach a copy of our charging regime, and our appeals process.
10. Of the years 2004-2010 how many cases involved only a viability
assessment completed by NYCC which resulted in extended family members
being assessed as not appropriate to or unable to meet the needs of
the child/ren, which resulted in the child/ren being placed for
adoption?
We do not collect numbers on viability assessments, hence we do not
know how many extended family members were assessed as not appropriate
or unable to meet the needs of extended family members. NYCC does not
hold this information centrally, and the only possible place that it
may
be recorded is in individual case files. The collection and
processing of the information requested would take well in excess of
