Mr Sawyer made this Freedom of Information request to Westminster City Council
The request was successful.
From: Mr Sawyer
3 September 2009
Dear Sir or Madam,
Cllr Melvyn Caplan, (Finance & Resources) and Cllr Danny Chalkley,
(City Management) have made a joint decision to let control of two
Council run West End car parks go to private hands. In a Statement
of decision document the pair will lease out Whitcomb Street
(Leicester Square) Car Park and Chiltern Street Car Park.
Regarding this lease of Council (and therefore public) property:
What process have Westminster been through to ensure the best net
return on the lease?
What other companies were assessed along with Overix 2 Limited and
Overix 3 Limited?
Did Westminster carry out any Due Diligence checks on these
companies in order to ensure the leases will comply with
Westminster standards for the public and residents?
Were the lease offers subject to OJEC/OJEU?
Yours faithfully,
Mr Sawyer

Only one company? hmmmm. In their first email they said "I am unable to provide full details on these other companies,". These companies? more than one?
From: Mr Sawyer
8 December 2009
Dear Gordon,
Thanks very much. Can I just clarify, the only companies assessed
to lease the two car parks previously mentioned were:
1 Managing Partners Ltd.
2 Overix 2 Ltd.
3 Overix 3 Ltd.
Many thanks, sorry to drag this out but it is important.
Yours sincerely,
Mr Sawyer
