Dear Mr Rogers
Thank you for your email received by Transport for London (TfL) on 27
January 2010. I am very sorry for the delay in responding to you, this is
due to the time taken to collate the information required.
You have asked for information relating to London Overground's current and
projected passenger numbers, along with seat ratio and available seat
numbers during Peak hours.
Your request has been considered under the requirements of the Freedom of
Information Act and I can confirm that TfL does hold the information you
require.
The information you have requested has been provided from November 2007,
which was the date the London Overground service began. For ease of
reference, I have provided the information you have requested below, along
with each question asked.
1. In each of the last 3 years, what was the number of peak time seats
per hour on London Overground / Silverlink services (trains per hour x no
of peak hours x no of seats per train)?
2. In each of the last 3 years, what was the number of peak time
passengers per hour on London Overground / Silverlink services (use same
definition of peak time)?
The table below represents an average for all routes at their busiest time
in the am Peak, in one direction of travel and addresses questions 1 and 2
above.
+------------------------------------------------------------------------+
|Year |Seats |Passenger volume |
|--------------------+---------------------+-----------------------------|
|2008 |3000 |3200 |
| | | |
| | | |
|--------------------+---------------------+-----------------------------|
|2009 |3000 |3900 |
| | | |

+------------------------------------------------------------------------+
3. If the numbers requested above are not readily available, please
provide similar figures relating the number of seats to the number of
passengers in Peak hours.
4. What is the number of Peak time seats per hour planned for 2010 and
2011 services?
London Overground is projected to provide 2900 seats in the second half of
2010. In 2011, with improvements in the North London line, London
Overground is projected to provide 3700 seats during the peak
5. What is the projected number of peak time passengers per hour
projected for 2010 and 2011?
It is expected that all seats will be taken during the peak and that the
number of standing passengers will fluctuate at various points on the
network, something which is expected to be driven by economic factors and
increase in capacity and frequency.
6. What maximum ratio of passengers to seats in peak hours does TfL
consider acceptable.
TfL's planning standard is 3 standing passengers per square meter during
the peak hours. However, we recognise that loadings may exceed this level
on some sections of the network.
I hope this information is useful. If this is not the information you are
