I understand that Ynys Mon is a small County and needs to send some
children with special needs to out of County placements.

Could you please list for me the number of Parents that personally
transport their SEN child to and from an out of county school for
the LEA from April 2005 to April 2010?

Could you also list how many of these Parents travel more than 500
miles a week getting the child to and from school from April 2005
to April 2010?

I am writing to request an internal review of Isle of Anglesey
Council's handling of my FOI request 'Out of County school
transport (SEN)'.

I feel this County would benefit from a review by the Information
Commissioner. I will wait until the internal review is concluded.

Apologies for the delay in responding to your request. As explained in
the e-mail sent to you on 14/09/2010 the officer that had the
information that you had requested has been away and due to other
unforseen work commitments was unable to respond until today.Please see
below our responses

They have stated that no parents regularly transported their SEN child
to and from and out of county school for the LEA between April 2005 and
April 2010. Most pupils travel to and from school in a taxi provided by
arrangement with education authority/social services department
dependant upon whether the pupil is "looked after" or not. Parents may
ocassionally choose to take their child to school in their own car
rather than travel by taxi. When this happens they may request travel
expenses, which they Authority usually reimburses as long as the costs
were less than that of a taxi. One parent was employed for a short term
to escort his child on the train journey to and from school. The
arrangements were not satisfactory and alternative transport (taxi) was
put in place. This was the only case of parents travelling more than
500 miles a week getting their child to and from school.

questions:

I'm still waiting for the internal review as you have taken too
long to process this FOI request. Also you have supplied false
information regarding the numbers of parents travelling more than
500 miles a week for the LEA. You have failed to supply the
transport and residential costs for these children.

be exposed and looked into.

Thank you for your reply. The information that was forwarded to you was
on the basis of parents that personally transport their SEN child to and
from and out of County school on a contract or employment basis by the
LEA and the information supplied is correct. Your FOI request may be
open to more than one interpretation and I apologise if we have
interpreted it in the wrong context. Could you please clarify in what
context you want the information.

With regards to failing to supply the transport and residential costs
for these children, this request was not in your FOI request which we
received on 16 August 2010 therefore no such information was prepared.

I did not ask specifically for parents transporting their child on
a contract or employment basis by the
LEA, I clearly said "parent" I didn't even mention employment
basis. Please conduct an internal review on this very over due
request and stop sending false information.

Regards to failing to supply the transport and residential costs
for these children, I am referring to this Authorities failed FOI
requests on whatdotheyknow.com made by S Thom. Please try and stay
within the law with my request.

Why are this County hiding information from the public.
My request was very simple yet they don't want to tell me how many parents transport their child out of county for the LEA.

The County are hiding public information regarding parents that travel more than 500 miles a week getting their child to school for the LEA.

Shame on Counties like this.

Although this request was refused for some strange reason, I have managed to acquire some information from other contacts.

Number of parents transporting the child to an out of County placement = Unknown but maybe 2

Number of parents travelling more than 500 miles = 1
The LEA probably don't want this information on the web as they made this parent travel 300 miles a week at 20p a mile. The poor parent was out of work and had to pay fuel/servicing and the actual cost of the car out of income support. After begging to the LEA and Social services the family was forced to sell possessions including the disabled child's laptop to cover some of the expenses.

I'm shocked to learn that Wales is the only Country in the developed world that has no school for Deaf children. I'm even more shocked to learn that the parent above was trying to get the child to a school for the Deaf. You would think that Wales would do all it could to support a child needing to attend a special school.

Shame on you WALES for not having a school for Deaf children, and then treating a parent the way you have for trying to attend to the child's needs.

Please beware any council not forward with information.
