ORACLE Human Resources Incorrect - Amanda Barden (Guardian) ex-member of staff

Dear Sir or Madam,

It is with great concern that I place this request.

Can you please explain why Kent County Council ORACLE Human
Resource does not show the fact that Amanda Barden was indeed an
ex-employee, when by the Council's own admittance, records are held
for 6 years.

Can you therefore declare, how many child care/adoption cases
brought by Kent County Council, since her departure as a Kent
County Council member of staff, Amanda Barden has been appointed as
the Guardian.

Any Guardian appointed by a Family Court who has previously worked
for the same Council is an obvious conflict of interest, and for
the Council to not hold or share this information is extremely
worrying.

The Public have every right to demand and feel aggrieved if this
information has not been declared.(see link below)

for Kent County Council as a social worker team manager and is
being appointed by the family courts in Kent. Families could
rightly feel aggrieved that this has not been made clear to them
and that the Council could appear to be working against their
childrens best interests.

It is paramount that the Council is transparent in all its dealing
with other peoples children, as there could be very serious
consequences.”

check of our ORACLE Human Resources database indicates that KCC has
not
employed anyone by the name of Amanda Barden since 2003 when these
electronic records began. However, as records of ex-employees are
only
retained for six years following cessation of employment in
accordance
with local government record retention guidelines, if Amanda Barden
left
KCC's employ prior to 2003 we would no longer have any record of
her
anyway

Cafcass response;
Quote:

Please clarify from what period Amanda Barden (Guardian) worked
within Kent County Council prior to becoming a Guardian and which
position's were held.

"Prior to joining Cafcass Amanda Barden worked as a Social worker,
Senior Practitioner and Acting Team Manager within Kent County
Council between July 1998 and November 2004."

Dear Mr Gerrish

Thank you for your request for information.

I understand your concern regarding the accuracy of data held on Kent
County Council's Oracle HR database and have therefore undertaken
a further investigation. Interrogation of Oracle HR has revealed the
system to be accurate as a record for a Mrs Amanda Jane Barden is still
retained, contrary to what has been advised previously. This record
shows that a Mrs Barden was employed by KCC as a Senior Practitioner
within Children's Services and her leaving date was 5th November 2004. I
can only apologise that you and other users of the whatdotheyknow website
who have also asked for details of Mrs Barden's employment with KCC have
been misinformed up until now.

To ascertain how many KCC child care/adoption cases there have been since
November 2004 where Mrs Barden was appointed as guardian would exceed the
appropriate limit of £450 (equivalent to 18 hours @ £25 per hour) and
therefore under section 12 of the Freedom of Information Act 2000, KCC is
not obliged to comply with this element of your request. This is because
there is no requirement for KCC to report on this, so we are unable to
extract this information off the Children's Services (ICS) database.
Consequently we would have to physically look at each and every one of the
thousands of client files to extrapolate details of guardians and even
allowing just 5 minutes per case, this would take in excess of 250
hours. However, information about Mrs Barden, her workload and
responsibilities may be available from her current employers, CAFCASS who
employ all of the children's guardians and allocate court cases to them.

Dear Caroline Dodge,

I would like you to make a formal review of your decision not to
provide the number of instances that Amanda Barden has been
involved with children's cases since November 2004.

1) The reason for this request for this review is because you say
that the information is maintained on an electronic Children's
Services (ICS) database, an electronic name search of the database
would take approximately 10 seconds not as you state 18 hours.

2) Even with a manual database search for a name, does not take 5
minutes for each case since the caseworker and guardian is at the
front of each file.

3) The children’s dept is wholly owned and under the preview of the
council and is therefore subject to FOIA.

4) Where you have admitted giving false information, please provide
an explanation of why you gave false information and what steps are
in place to prevent a recurrence. For example has the Corporal
Officer been disciplined.

5) Please confirm so as to reinforce existing records, of the
contacts your authority have had with CAFCASS on this issue with
dates & details.
