I am writing to request an internal review of Kent Police's
handling of my FOI request 'Operation Oasis Protester Database'.
The information has been provided within the statutory deadline,
and there has been no indication of when it will be provided or why
it has not.

Dear Mr Sands,

I am writing with regard to your recent request for information to Kent
Police. I am conscious that you have not yet received a response to your
request and for this failure in our service I apologise. Unfortunately
this unit has been experiencing staffing difficulties and this, coupled
with a substantial increase in requests, has resulted in a need to operate
a queueing system and a number being processed late. These issues are
approaching resolution and we hope to be able to resume normal service in
the very near future.

I can confirm that your request is currently receiving attention. An
internal review under the Freedom of Information Act can only be conducted
into a complaint that concerns a decision that has been made, and in
general terms such a review can only overturn the original decision. It
follows therefore that since your request has not yet received a response
there is no decision yet to review.

I assure you that Kent Police does take its responsibilities under the
Freedom of Information Act very seriously. However, we must manage
limited resources to deal with a number of competing priorities, and
unfortunately it is not always possible to meet the timescales prescribed
by the Act. In the first instance, this is a procedural matter for the
Force to address. If you wish I will forward your communication
concerning our failure to respond in time to the Complaints department
for their attention.

I hope that this message clarifies matters and assure you that you can
expect to receive a response in the near future.

The "reply" from Kent Police is very carefully worded, no doubt with the intention of deceiving while still giving plausible deniability if challenged. It hinges on the phrase "Operation Oasis protester database". There probably isn't a separate database for the oppression of the fine upstanding people going to the Climate Camp, but that does not mean that those oppressed by Kent Police were not put on a database.

The South Yorkshire Police Report http://www.kent.police.uk/Climate%20Camp... Acrobat file has been deliberately nobbled so that people cannot cut and paste text from it. However, that simply makes it more difficult to quote. Page 24 of that report says, "In total 8,218 searches were carried out. 1,745 records of these searches were added to the Kent Police Stop and Search database."

You may want to ask the same questions of Kent Police again, giving them less wriggle room.

Thanks David, I'm aware of the Stop and Search database, but my question was deliberately worded as mention of the 'Operation Oasis Protester Database' was overheard on police radios by several witnesses.

In the police video posted on the Guardian's site a protester is referred to as 'subject I', other protesters were heard being referred to as 'subject [x] on OOP database'.
