Following receipt of your request searches were conducted within the MPS
to locate information relevant to your request.
EXTENT OF SEARCHES TO LOCATE INFORMATION
To locate the information relevant to your request searches were conducted
at Territorial Policing Headquarters, Records Management Branch, the
Directorate of Public Affairs and the Directorate of Resources - Financial
Services.
RESULT OF SEARCHES
The searches located some records relevant to your request.
DECISION
I have today decided to provide an answer to part of question 1b in full.
However, the information that you have requested in question 1a and
questions 2 and 3 is not held by the MPS.
REASONS FOR DECISION
Question One
During the early 1990s the MPS became increasingly concerned about rising
numbers of street robbery offences and a relatively low clear-up rate in
London. This led to the development and launch of Operation Eagle Eye - a
proactive intelligence-led strategy to tackle the problem.
The MPS hold two files on this Operation. Please see attached an index of
the information held in these files. However, please note, a variety of
information within these files, were you to request it, might be exempt
under Section 31(1)(a)(b)(c) - Law Enforcement, as it contains
operationally sensitive material.
Please note that within these files we do not hold an overarching report
on the Operation and its use. However, please see the below link to the
Home Office website which has a report on Operation Eagle Eye and contains
much useful information on the initiative, including its aims, overview
and a conclusion. It also includes a lot of statistical analysis taken
from the files we still hold.

Questions Two and Three
The MPS do not hold the information that you have requested as retention
guidelines state that we are only required to keep campaign information
for seven years and this would pre-date that.
