The publication 'Freedom to lead: trust to deliver' makes the
following statement on page 16:
"Total Place mapping shows that....only £350 is controlled by the
local politicians that people elect to represent them."
Can you please tell me the source of this statistic and how it was
calculated.

Dear Tim
Thank you for your request for information made under the Freedom of
Information Act 2000 (FOIA) on 23 February 2010. Please note that the LGA
is not covered by the provisions of the Act, but we always try to deal
with such requests within the spirit of the legislation.
We have considered your request for the origin of the statistic from the
Freedom to Lead publication. According to the high level counts undertaken
by the Total Place pilot projects, *7000 per head is spent by all public
agencies in a local area. The high level counts revealed that of this
*7000, approximately 30%, or *2,100 passes through the local council(s).
Council leaders estimate that of the *2,100 that passes through the
council 85% is pre-designated, or 'ringfenced', to be spent on particular
services. Ringfenced budgets include, but are not limited to, spending on
education, policing, fire, concessionary bus fares, free swimming and
homelessness. Therefore, council leaders estimate the amount of money that
is at the absolute discretion of locally elected politicians averages
*350.
