approached end users of the pay by phone motorcycle parking bays.

Dear Sir or Madam,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Westminster City
Council's handling of my FOI request 'on-street survey motocycle
parking survey'.
I am disappointed you have broken the law and not thus far provided
the results of this survey which the tax payer has paid for. There
seems to be quite a lot of law bending going on at Westminster
these days. I would also like to know how much this survey cost the
tax payer?
Could the reason you do not want this survey made public is that is
shows the majority of public are against your illegal tax on
parking motorcycles?

Dear MotorCycleParking,
Thank you for the latest survey results, and after reading these
results where over 77% of all motorist were opposed to 'pay by
phone' charging for bike parking I can understand now why you were
so reluctant to release this information within the time scale set
out in the FOI law.
As these survey results seem to have been completely ignored by
Westminster City Council, in favour of adding still further to the
coffers of the American own company 'Verrus Mobile Technologies
Inc.' who provide the 'pay by phone' technology, please can you
tell me how much tax payers money was spent overall in
commissioning and administering this ignored on street parking
survey?

Dear Sir or Madam,
In addition to my last question, please can you tell me why in the
survey results you provided many of the percentages quoted are
mathematically incorrect, and in the wrong columns?
Your document also states that there were 628 motorists
interviewed.
But further down the page in your document it states “amongst the
628 motorcyclists questioned “
Were all the motorists questioned motorcyclists?
If any car drivers were questioned, how many?
Have I been provided with false and inaccurate information in your
answer to my FOI request?
Who checked and prepared your survey results?
Were these the figures present to the Scrutiny committee meeting
held on the 31st March 2009?

In my request for further clarification made on the 26th May 2009 I
have outstanding questions left unanswered, they are:
1)Have I been provided with false and
inaccurate information in your answer to my FOI request? I ask this
because the figures you have sent me to not add up. In other words
they are incorrect, mathematically wrong, false, inaccurate, that's
as best as I can describe these figures.
2)Do you believe the figures you have supplied me with to be
mathematically correct?
3)Who checked and prepared your survey results? I think that your
previous answer to this was Steer Davies Gleave. So, can you say
that the figures you have sent me were not checked or prepared by
any officer of Westminster City Council? In other words the figures
you have sent me were as supplied by Steer Davies Gleave and no
Westminster City Council officer checked the figures before passing
them on the the Scrutiny Committee?
4)Were these the figures put before the Scrutiny committee meeting
held on the 31st March
2009?
5)If you agree that these figure are incorrect and they are the
same as were presented to the Scrutiny Committee meeting held on
the 31st March 09, is the council seeking either a full or partial
refund for the fee paid to Steer Davies Gleave, as you seem to
suggest in your last reply that they were solely responsible for
the figures you have sent me.

Please send the above question to your internal review panel, if
they do not wish to answer these question in seven days I will pass
the matter on. I take this matter very seriously, as I do not
believe the council should use tax payers money to pay for surveys
which are incorrect. These survey results were passed on to the
Scrutiny Committee, yet they are incorrect, but so far you have not
addressed this point, even though I have now mentioned this fact
more than once in this FOI request.

So Steer Davies Gleave can charge the tax payer for incorrect information, and there is no sanction against them for doing so.
And I thought Cllr Barrow had control of the purse strings, or was that just Tory party spin?

I have marked this FOI request as only receiving some of the information I requested.
The information I did receive was inaccurate, but apparently it is not up to the council to provide accurate information to Freedom of Information requests, and they seem happy with that answer.

Lucy....I admire your determination to get the "correct" information you have asked for. I regularly scan and indeed pose questions to the authorities myself and have found that the majority of them use delaying or even fobbing off tactics if the question asked will enlighten the public to matters that are (in their opinion) not in the public interest......keep at em, its our money they are using and wasting.
