Dear Sir or Madam,

I read with interest that the force has recently adopted the Crime
and Intelligence systems developed internally by South Yorkshire
Police.

Please could you provide me with details of any license fees paid
to South Yorkshire Police by Staffordshire Police for each module.

Please could you also detail an further costs the force has
incurred in delivering this mission critical solution. i.e 3rd
party licensing, training costs, internal development costs and
hardware to host the system.

Please could you provide details of any annual recurring fees for
the support of the system. What are the current support
arrangements for the system?

Dear Mr Back-Brown

Thank you for your recent request for information under the Freedom of
Information Act.

I have attached a spreadsheet that provides information relating to the
majority of the information you have requested.
However, this excludes three areas of development that are with third
parties and with whom a commercial relationship exists. I have therefore
not disclosed this information under section 43 of the Freedom of
Information Act.

The exemption provided by Section 43 states: ‘(1) Information is exempt
if it constitutes a trade secret. (2) Information is exempt information if
its disclosure under this Act would be likely to, prejudice the commercial
interests of any person (including the public authority holding it).
However, Section 43(2) is subject to the public interest test.

My rationale for the application of these provisions is as follows:

Public Interest Test

Considerations favouring disclosure

Accountability for public funds: The release of the information would
contribute to the accountability of the Force in relation to the spending
of public money.

Considerations favouring non-disclosure.

Interests of third parties AND efficient and effective conduct of the
Force

Section 43 – a) The Authority could find that its commercial interests
and future negotiating position would be impaired by revealing budget
details (specific contract values) for current commercial contracts, and
b) Contracting suppliers interests may be harmed by revealing the price
information relating to the value of any contract they hold with a public
body (i.e. Staffordshire Police).

On balance, I therefore take the view that it is not in the public
interest for this particular information to be disclosed.

Finally, should you be dissatisfied with the outcome of your information
request, you do have the right of complaint under section 17(7) of the
Freedom of Information Act 2000. If you wish to appeal this decision,
please inform me in writing. Your application and the decision will be
reviewed by the Review Board, who will either, uphold, amend or overrule
my decision. Should this not resolve the matter to your satisfaction, you
will then have the right to appeal to the Information Commissioner, who
regulates compliance with the Freedom of Information Act 2000.

Many thanks for your prompt and comprehensive response. I
understand the reasons behind you deciding not to publish a full
answer and take on board the FOIA exemptions clauses.

However, for completeness would you be able to provide some detail
around the three areas of development that are with third parties.
I am not looking for any commercial information but merely wanting
to understand which business areas these relate to - e.g. is in
relation to your dispatch system or to do with the Police National
Computer.

The exceptions to which my response relate are for third party products
and services in support of the crime and intelligence portfolio. These
are:

1. development of search engine technology using Autonomy
2. development of an intelligence compatible PNC interface gateway
3. development of charting technology, using I2 technology.
