Dear Sir or Madam,
I notice that many Local Authorities are appearing to claim that
official records that contain third party references are
automatically exempt from disclosure under the FOI Act?
Could you please confirm:
i) On what grounds can a Public Authority refuse disclosure of
documents containing alleged third party references?
ii) How can an individual or other interested party obtain
disclosure of the document by having it 'anonymised' by the Public
Authority thereby protecting the alleged third party rights?

objection at all to providing information to any address provided by the
requester, if practicable, it would be more normal for general business

I would normally be happy to provide a personal email address but
as I wish to utilise the 'whatdotheyknow' website (as I find it an
excellent facility for communicating with a Public Body such as
yours) I would ask you to communicate with me via this email
address.
If that poses you a problem then please provide me the reasons why
you wish to have my private email address communicated publicly on
this website?
I cannot imagine a situation where the ICO would not want to
communicate 'publicly' about a general enquiry such as mine.
