Dear Madam or Sir,

On 30 July 2008, I sent to the Home Office a Freedom of Information
request “Offenders Index statistics” (Home Office reference
T17652/8). On 31 July, the Home Office notified me that it was the
responsibility of the Ministry of Justice, and that my message has
been forwarded to your Ministry. However, so far I have not
received a response from you on this matter. Therefore, may I
please hereby raise a duplicate request with you, namely:

“A publication by the Criminal Records Bureau ‘Employing
ex-offenders: A practical guide’ claims that the ‘Home Office [sic]
Offenders Index’ shows ‘that one in three men and almost one in ten
women born in 1953 had been convicted of an offence before the age
of 46’.

“Would you please provide the following information:

“1 how to find the details of such statistics from the Offenders
Index; and

“2 the itemized breakdown by the type of offences in this piece of
statistics.”

Thank you very much for your consideration.

Sincerely,

Dr Kaihsu Tai
