asked for the numbers of military and civilian personnel employed at Abbey
Wood in DE&S, by grade and equivalent rank. This was considered to be a
request for information under the Freedom of Information Act 2000.

A full breakdown of staff as at 31 August 2010 is provided. I apologise
for the delay in response to your e-mail but I hope that this full
breakdown meets you requirements.

If you are not satisfied or you wish to complain about any aspect of the
handling of your request, then you should contact me in the first

dissatisfied then you may apply for an independent internal review by

Dear DES SEC-Par1 (Dudman, Tony Mr),
Thank you for the information you provided, which I accept fully
meets my request. My disappointment however, is that it took 3.5
months to respond and arrived too late to allow me to use the
information to input to the SDSR.
The point I was trying to make was that it is always the civil
servants that get blamed for failure and for their volume and
indeed thousands will now loose their jobs. However, the DE&S is
dominated at the senior level by the military grades. For example
whilst the total ratio of military to civil is only in the low 20%,
at 1 star and above the ratio is 34 to 63 i.e. 54%. The point I was
trying to make was that in procurement and support contracting, the
military should be there to supply support and operational
knowledge not to manage many of our biggest and most catastrophic
programmes.
