Numbers and Locations of Motorcycle Parking Bays with Additional New Security Features

Dear Sir or Madam,
I believe one of the reasons for bringing in the parking charge for
"powered two wheelers" was to provide more secure parking
facilities in the borough's motorcycle bays (for example, anchor
points suitable for chaining vehicles to). I must admit I have seen
no evidence of this. I wonder if you could provide me with the
following details.
1) How many motorcycle bays were available in Westminster prior to
the introduction of the parking charge?
2) How many motorcycle bays are available following the
introduction of the parking charge?
3) How many of the bays have received upgraded security features,
specifically, ground anchor points or secure railings suitable for
chains?
4) Could you list the locations of the bays with the new security
enhancements and detail what the security provisions are for each
bay?

Finally, I would be grateful to know of the timescale for the
rolling out of said measures to all other bays and an estimated
date for completion.
