I would like to know the number of speeding fines imposed since the
'average speed cameras' have been situated on the west-bound A14
between Cambridge and Bar Hill.

FREEDOM OF INFORMATION REQUEST REFERENCE NO:0166/2008
In reply to your request for information under the Freedom of Information
Act 2000, dated 07/04/2008:
I would like to know the number of speeding fines imposed since the
'average speed cameras' have been situated on the west-bound A14 between
Cambridge and Bar Hill.
The Freedom of Information Act 2000 (The Act) requires us to handle all
requests in a manner that is blind to the identity of the requestor. Any
information released in response to a request is regarded as being
published, and therefore in the public domain without caveat.
Your request for information has now been considered and I am not obliged
to supply the information you have requested due to exemptions provided by
the Act.
In respect of Section 1(1)(a) of the FOI Act I can confirm that
Cambridgeshire Constabulary do hold information about this topic.
Section 17 of the Freedom of Information Act 2000 requires Cambridgeshire
Constabulary, when refusing to provide such information (because the
information is exempt) to provide you the applicant with a notice which:
(a) states that fact, (b) specifies the exemption in question and (c)
states (if that would not otherwise be apparent) why the exemption applies.
The exemptions applicable to the information are:
Section 31 Law Enforcement
Section 38 Health & Safety
S31 – Law Enforcement
Information is exempt from disclosure under s31(1) where the release of
information would, or would be likely to, prejudice the prevention and
detection of crime, the apprehension or prosecution of offenders and/or the
administration of justice.
This is a qualified and prejudice-based exemption and, as such, I am
required to apply both the public interest test and evidence the harm in
disclosure. (See below)
S38 - Health & Safety
S38(1) applies where disclosure of information would, or would be likely
to, endanger the physical or mental health of any individual or the safety
of an individual.

disclosure.

To clarify - The information you are seeking is for details relating to
speed of vehicles and numbers of vehicles exceeding the speed limit in a
site specific location.
In addition to the attached PIT and Harm considerations I would also like
to make you aware that this type of information has on occasion been
supplied by other forces and as a result a number of camera housings have
been damaged. For example having received a reply to an FOI request a
national newspaper published a ‘Top Ten’ list of camera sites on 30
September 2007. The following night, 1 October 2007, one of these sites was
attacked by being set on fire and destroyed.
In accordance with the Act, this letter represents a Refusal Notice for
this particular request.
Please note that this Constabulary will be publishing details of
enforcement in 07/08 for the entire average speed section of the A14 in due
course.
