Under the Freedom of information act please can you let me know the
number of working days lost each year for the past 10 due to
"stress, anxiety and depression"

Also please can you let me know how many employees for each were
retired on the grounds of ill-health each for the past 10 years.

Please separately state dismissals in this as well where ill health
was brought up as a factor.

A response, authored by a graduate trainee at Somerset County Council, was sent via WhatDoTheyKnow at 17:54 on the 13th of October 2009. This response contained an Excel spreadsheet containing details of dates of absence for identifiable individual staff members at the council.

At 11:46 on the 14th of October, Neil Pack, Group Manager (Information, Research & Customer Planning) at the council contacted WhatDoTheyKnow to say:

That response provides an attachment. Despite an attempt to redact personal information in that attachment I consider that it provides personal sensitive information concerning the health of employees. This information was not requested originally and in any event should not have been provided. The original request requested numbers. This information was provided. It was not necessary to provide further details to comply with the request.

Please remove the attachment from your site immediately and confirm that you have securely deleted the attachment. I will provide a replacement response which provides the non-personal information requested.

Where highly sensitive personal information has been accidently posted to WhatDoTheyKnow, as it had been by Somerset County Council, we are happy to remove it.

The response was removed from this thread before midday on the 14th of October.

I trust a replacement response, as promised, will be sent as soon as possible. I have let the council know this is what is expected.

Dear Mr James

Thank you for your request under the Freedom of Information Act. I would
like to begin by sincerely apologising for the delay in answering your
request and assure you that we have been working hard to provide you with
the information you have asked for.

Under the Freedom of information act please can you let me know the number
of working days lost each year for the past 10 due to "stress, anxiety and
depression"

The system which holds information relating to sickness reports etc will
only allow us to generate reports going back to 2005. The data for this is
attached in the form of an excel spreadsheet and covers some 18000
Somerset County Council employees. The actual information you have
requested may be found on the tab named "summary", and for obvious reasons
we have redacted the names of the individuals contained in the core data.

Also please can you let me know how many employees for each were retired
on the grounds of ill-health each for the past 10 years.

This is the question that has led to the delay in responding to you, and
please be aware that as yet we have been unable to recover information
relating to this part of your request. We have been trying to obtain full
data but have now decided not to further delay your response and to send
you what information we do have.

To recover the information relating to this question would involve
resurrecting an old system which, including the time that has already been
spent attempting to ascertain this information would likely cause your
request to become chargeable. Section 12 of the Act makes provision for
public authorities to refuse requests for information where the cost of
dealing with them would exceed the appropriate limit, which for central
government is set at £600. This represents the estimated cost of one
person spending 3.5 working days in determining whether the department
holds the information, locating, retrieving and extracting the
information. In the meantime, we will continue to look into alternative
methods of sourcing this information and will inform you of any findings
we make in the process.

Please separately state dismissals in this as well where ill health was
brought up as a factor.

According to our H.R Department there were no dismissals where Ill health
was a factor.
