I noticed a Met Police officer at the No To Motorcycle Parking Fees
campaign on Saturday who was counting the number of motorcycles
present
Please can you provide the number of motorcycles counted at this
demonstration (31st October 2009) and also at any previous
demonstrations where your officers have taken a count

I write in connection with your request for information which was
received by Metropolitan Police Service (MPS) on 03/11/2009.
DECISION
I have decided to refuse access to the information you have requested
under the provisions of Section 8 of the Freedom of Information Act 2000
(the Act).
REASON FOR DECISION
Section 8 of the Act provides:
(1) In this Act any reference to a "request for information" is a
reference to such a request which-
(a) is in writing,
(b) states the name of the applicant and an address for correspondence,
and
(c) describes the information requested.
(2) For the purposes of subsection (1)(a), a request is to be
treated as made in writing where the text of the request-
(a) is transmitted by electronic means,
(b) is received in legible form, and
(c) is capable of being used for subsequent reference.
I am not required to process your request without information that can
later be referred to, as per Section 8 (1)(b). The information we require
is your full name.
To enable us to meet your request could you please resubmit your
application in accordance with the above requirements. If for any reason
you are unable to do so, please contact me for assistance or seek
assistance from any other available source.
We will consider your resubmitted request upon receipt as long as it meets
the requirements stated above. You will receive the information requested
within the statutory timescale of 20 working days as defined by the Act,
subject to the information not being exempt. If no response is received by
3 February 2010, this request will be closed.

I write in connection with your request for information which was

response to my e-mail of 3/11/2009. I note you seek access to the
following information:
"Dear Sir or Madam,

EXTENT OF SEARCHES TO LOCATE INFORMATION
To locate the information relevant to your request searches were conducted
at our Westminster Events Office. The following figures were located on
the event registration forms.

PLEASE NOTE: The exact count of motor cycles are not routinely recorded.
However, by way of assistance, I have provided you with some figures which

registering the events

The answer appears to state how many motorbikes the organizers expected to attend.
These are not the same thing. (Though it was good of the police to supply the related information they had found)
Due to the commendably informative way the response has been phrased we can see that the extent of the search for information has been limited to the "Westminster Events Office". It appears the police have not looked for the information in the right place. They've not tried to find the notes taken by the officer counting the motorbikes on the date in question.
I think this was a perfectly reasonable request and hope Graham Ingleby asks the police to have another go at finding the information he's after.
