Non-citizen leaving the country (No passport, no N.I. number)

Dear Identity & Passport Service,

I am a man, living on the land known as Scotland, I have no
national insurance number, first name or surname; I am simply
called "mark". I'm not a UNITED KINGDOM “citizen,” “subject,”
“vessel” or “person” or any ens legis artificial entity, procedural
phantom, legal fiction or juristic personality within the UNITED
KINGDOM. Due to this fact, leaving the country is proving to be
quite a problem. Is there any way for me to leave the country
without becoming a citizen and getting a passport? Perhaps it's
possible for me to get a passport without becoming a citizen and if
so, how do I do this?

Mark,

If you are not a citizen of the United Kingdom or do not hold another form of British nationality, you will not be able to obtain a passport from the United Kingdom authorities.

You will need to apply for a passport from authorities in the country of which you are a citizen.

If you are not a citizen of any country (you are stateless), you may be able to obtain a travel document from the United Kingdom authorities, if you are lawfully resident in the United Kingdom. This will enable you to travel outside of the United Kingdom.
