In recognition of the difficulties experienced by some people in providing an address, DVLA will accept a care of address. This address may be a friend, doctor, hotel, hostel or similar providing the resident gives permission for the keeper of the vehicle to use the UK address. Consequently, arrangements should be in place for the registered keeper to collect any mail deliveries.
Turning to your enquiry about Section 9 of the Vehicle Registration Certificate (V5C/3). The V5C/3 is the Notification of Sale or Transfer to a Motor Trader/Insurer/Dismantler. You should only use this part of the certificate to notify DVLA when you no longer have the vehicle.
