Dear Foi Officer,

I would have thought that all the information would have been
associated with CLA 1720.

.. this would have been required to provide the statement of
assurances required by the accounting officer on governance...
doubtless it will be a cipfa thing..

Mr karney will be identifying a failure of the CLAE to meet FOI in
his reply.. and also issues with the CLAE accounts ??? and issues
with the competence of any Cipfa regulated members of the CLAE ?

Yours sincerely,

Stuart Hardwicke CARRUTHERS

Dear Foi Officer,

Before taking s36 to the ICO there are a number of issues - as the
CLAE budget reports already identify that grant funding has been
made available both indicatively and in fact.

CLG are not responsible for funding the new services. However, I
can see some logic in CLG changing its grant memorandum with the
CLAE to allow it to pay for the new areas of work on behalf of
other sponsoring departments.

It is also noted that significant anomaly's with the CLAE's
accounts wrt to expenses of commissioners have been identified..
and that this is an area where both DCLG and other sponsoring
departments would have cause for concern. These are doubtless
identified in the audit reports that seem to be missing from the
accounts.

Yours sincerely,

Stuart Hardwicke CARRUTHERS
