Need evidence of eligiblity to apply for BOC

Dear Sir or Madam,
I have contacted British High Commission,Brunei in person and by
phone and I submitted my documents in order to consider for
eligibility to BOC.But they received me after they received reply
from London Head office that I am not eligible For British Overseas
citizen because my father was registered under section 13 of BNA
1948 in 1954.
I found the following from UKBA website in chapter 47 that it
applies only to a British Subject person under 1981 act and not to
1948 act and my father had this status on 31/Dec/1982.
Please refer UKBA :47.5.3.5 Evidence that a parent is a British
subject under the 1981 Act is:
and I may eligible for BOC under section D.
I request your kind consideration and review my request sir.

Dear Freedom Of Information Team ( IND ),
It is not enquiry.
I am affected person need the evidence of eligibility under Freedom
of informtion act.
I don't know why you divert me?because you should reveal or release
the eligibility when the applicant asking.
It is wonder that I was applied for BOC and BHC told that you are
not eligible.so I ask the evidence of eligibility and request you
to not to divert or redierct me again.
