Dear Identity & Passport Service,
This request is made under the Freedom of Information Act 2000.
I would like to enquire if there is any physical difference between
the National Identity Card issued to a British citizen who is
considered a "UK national" by the EU and so able to benefit from
the freedom to move and reside within the territory of the Member
States, and the National Identity Card issued to a British citizen
who is not considered a "UK national" by the EU, so not able to
benefit from the freedom to move and reside within the territory of
the Member States (this would usually refer to British citizens
from the Channel Islands or the Isle of Man).
If there is no physical difference between the National Identity
Card issued to either type of British citizen, I would also like to
enquire how a British citizen who is considered a "UK national" by
the EU, is able to demonstrate that he is indeed a "UK national"
and so entitled to the freedom to move and reside within the
territory of the Member States, and is not a British citizen who is
not also a "UK national".

Thank you for your response of 22nd March 2010.
You have stated:
"Where a British Citizen is not able to benefit from certain
elements of free movement provisions within the EU today, an
observation stating this is placed on a passport or an Identity
Card issued to that individual."
For clarification:
1. Please describe the wording of this observation.
2. Please describe where on the card this wording is placed.

Dear Identity & Passport Service,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Identity & Passport
Service's handling of my FOI request 'National Identity Cards
issued to British citizens who are not UK nationals.'.
The information I requested was not provided in sufficient detail.
I replied to the initial response by asking:
1. Please describe the wording of this observation.
2. Please describe where on the card this wording is placed.
3. Please confirm, is such a card (a card which is issued to
British citizens who are not also EU citizens as the holder is from
the Channel Islands or the Isle of Man) issued as a "National
Identity Card", or as an "Identification Card"?
However, I have, thus far, not received a response.
