Dear Sir or Madam,

Would you please advise the number of motorcycles that are
currently in use by Westminster Civil Enforcement Officers (CEOs).

Also, please advise where these motorcycles are allowed to be
parked, is it only in dedicated motorcycle bays or are there any
other location(s)?

For each location, including dedicated motorcycle parking bays,
please advise the basis on which the motorcycles used by CEOs are
allowed to park, e.g. free parking permit granted to each CEO,
parking allowed in exchange of payment and if so how much.

I think someone should email them and tell them to revise the number of parking spaces that they say are available. If 13 spaces are used by them, thats 13 less for us.

Dear Customer Relations,

Thank you for your response. In the FAQ regarding motorcycle
parking in Westminster, it is stated the following:-

How many new spaces have been created?

Prior to the start of the scheme in August 2008, we increased the
number of dedicated spaces for motorcycles by 44% to approx 6,550
spaces (approx 6,150 on-street and 400 off-street). Since 1 June
2009, we have created more than 600 further free spaces off-street
in our secure car parks. There are now 1,053 free dedicated
motorcycles spaces in our off-street car parks.

Can you please advise whether these 6,550 spaces include or exclude
the spaces for motorcycles used by CEOs? In other words, is the
number of motorcycle spaces for public use 6,550 - 15 = 6,535 or is
it 6,550, in which case the total number of spaces may be 6,550 +
15 = 6,565?

Also, how can you explain that CEOs can park their motorcycles in
spaces where the public would be fined, should they make use of
them? Are Westminster City Council staff, or people working for the
council through third parties, not required to show the good
example to the public, which is to park legally?

Dear Mr Jones,

Thank you for your further correspondence in this matter. In respect of
where CEOs carry out enforcement duties, they would use the motorcycle
parking spaces available. However, it is clear the mopeds available to
CEOs will use very few of the approximately 6,550 spaces at varying
times of the day, but using their annual valid permits to do so. Whilst
this answer is clear and unequivocal, it would be helpful to you if you
refer back to the previous responses FOI 4141 and 4176 and Traffic
Management Order 2002, the City of Westminster (Waiting and Loading
Restriction) No1, part 13 (d). (13.) : Vehicles when used in the service
of a local authority in pursuance of statutory powers or duties provided
that in all the circumstances it is reasonably necessary in the exercise
of such powers or the performance of such duties for the vehicle to wait
in the place in which it is waiting. Which of course allows CEOs to
carry out their enforcement duties fairly and consistently.

advise whether the annual permit you are referring to has been
granted to CEOs free of charge, or have they paid for it?

This information is not available. In one answer they say they can park for free, in another they say they have paid for permits. It can't be both.
