Could I please ask the total number of Council provided motorcycle
parking spaces available annually from 2004 until the present
within Westminster? Could I ask the reason for the difference over
each year?

Could I also ask for the details and dates of any legislation
brought in by Westminster to disallow motorcycles to park on
pavements and common ground?

Lastly, Could I ask for the most recent details for PCN's given to
cars, motorcycles and other forms of transport from January 2009?

David Boothroyd left an annotation ( 8 September 2009)

That weblink in paragraph one - to the page giving the current number of motorcycle spaces in Westminster - is wrong and returns a 404. I think the correct link was supposed to be http://www.westminster.gov.uk/services/t... (where 'services' replaces 'parking' in the first subdirectory.

Although that's only a guess. That page does give a number of motorcycle spaces in Westminster but it's only approximate.

Thanks for that response but the file No AttachName.bmp does not
contain any information, perhaps it's corrupted?

I take it that's the file containing all the PCN's from January
2009 for all vehicles?

Regarding points:

Q1) Can you set out (as requested under the FOIA) the table of
charges fior the £750 you are asking for to check manual TMO's back
to 2004?

As charges are £750 for 5 years of TMO checks, can I adjust my
request so that you go back to 2006 in order to reduce the cost to
below the £450 threshold?

Q2) Thanks for your answer but my request was specific to Q1, i.e.
what were the reasons for total number of spaces available over the
years specified (now reduced to 2006 to date). Not what possible
reasons, generally, could there be for totals to change.

Q3) Thank you for your answer and location of details.

Q4) I'm afraid there is no attachment of PCN totals attached since
January, Could you resend or attach to this FOI please?

Martin J left an annotation ( 4 November 2009)

My own FOI (4477), related to changes to the number of motorcycle spaces, has just, in essence, been 'rejected' as "information not held", and they suggested I refer to this FOI for similar information.

However, for this FOI, they say they DO have the information, albeit there would be a charge to work through the manual TMOs! This does not seem to be consistent, as the same process could be used to provide the answer to my FOI!? Which is true!?

Additionally, David Boothroyd was right with his earlier annotation about the correction to the link, although it should also be pointed out that the intended page of the WCC website nevertheless shows an INCORRECT number of WCC motorcycle spaces in Car Parks, since as of 1st September 2009, 170 spaces were lost when Cramer Street Car Park (44 spaces) and Leicester Square Car Park (126 spaces) were "sold off", so it should be 883, rather than 1,053 !
