I think their response is inappropriate since every PCN is issued with a location name and code. So how can they say that they have't got the information to answer the request? Of course they have it! Perhaps, it's another piece of information that they're trying to hide, again.

I would suggest asking the same question but ask for street name instead of parking bay. At least that will tell you which street receives the highest PCN's.
