Dear Sir or Madam,
Could you please advise the following:-
1. whether there are specific dimensions given by the DfT that a
local authority in England, such as a council, must comply with
when setting up a motorcycle parking bay. If this information is
available on your website, please can you include the link to the
relevant page in your response.
2. whether there are specific requirements and/or guidelines
regarding markings within a motorcycle parking bay in England,
designed to provide individual parking spaces for motorcycles.
3. If there are guidelines and/or specific requirements regarding
markings within a motorcycle parking bay in England, designed to
provide individual parking spaces for each motorcycle, please can
you advise the dimensions required for an individual parking space
within a motorcycle parking bay.
4. Finally, please can you advise whether the DfT has issued
specific requirements and/or guidelines to local authorities, such
as councils, with regards to charging for motorcycle parking in
England. If so, please can I have a copy of these requirements or
guidelines (or please specify a web link if appropriate).

Thank you for your email which has been forwarded to me to reply. I am pleased to be able to do this without referring to the Freedom of Information Act as the information that you require is in the public domain and freely available for viewing.
Traffic signs and road markings for use by highway authorities on the public highway are prescribed in the Traffic Signs Regulations and General Directions 2002, these can be viewed online at www.opsi.gov.uk/si/si2002/20023113.htm . The parking bay road marking for use by a motorcycle is prescribed in diagram 1028.4 which can be viewed in Image 136 in the above website.
This marking is used to reflect the conditions of a Traffic Regulation Order made by the authority, and indicates a designated parking place used for limited waiting for a particular class of vehicle, including motorcycles. It forms a single bay; the width of the marking can be between 1800mm min - 2700mm max. There is no length prescribed as this will depend on the Order.
We offer advice to highway authorities on the use of this marking in Chapter 5 of the Traffic Signs Manual, which can be viewed on our website at http://www.dft.gov.uk/pgr/roads/tss/tsma... .
The Department for Transport has not issued a specific requirement or guidelines to local authorities regarding charging for motorcycle parking in England. Responsibility for traffic management on local roads rests with the relevant local authority as they are best placed to consider how local needs can most effectively be met and it is for individual authorities to decide on the nature and scope of parking policies and to balance the needs of residents, emergency services, local businesses, and those who work in and visit the area.
