Monitoring of FOI Internal Review Procedures
A Freedom of Information request to Information Commissioner’s Office by Richard Jackson
The request was successful.
Richard Jackson
7 October 2008
Dear Sir or Madam,
In the "Freedom of Information Good Practice Guidance No. 5", it is
stated, in relation to recommendations relating to the treatment of
internal reviews and complaints: "The Commissioner supports these
recommendations and intends, from time to time, to monitor
conformity with them."
Can you please detail whether authorities are currently monitored
on this in any formalised manner, or whether this is mostly ad hoc.
I would also request whatever summary information on compliance is
currently produced or available. As I am unsure what monitoring has
taken place to date, or what information is available, I am unsure
what exactly to ask for. If you have already produced any reports
on this, I would expect that they would suffice, otherwise I would
appreciate any assistance you can offer on structuring my request
in the correct way.
Yours faithfully,
Richard Jackson

Dear Richard,
Thank you for this response. I am, however, extremely puzzled by
it, as it appears that you have either attached the wrong document,
or have completely misunderstood my request.
To clarify: my request related to the statement (in Good Practice
Guidance No. 5) that the Commissioner intends to monitor how well
other authorities are complying with the recommendations relating
to how they should handle internal reviews.
This was not a request about the ICO's own internal compliance
processes.
Yours sincerely,
Richard Jackson

Francis Irving left an annotation (10 November 2008)
I've now fixed the code so it detects the file type and adds an appropriate extension (.doc in this case) automatically. I've also improved the rendering in the body of the email.

For some reason the email software it was sent with did not mark it properly by either file extension or content type - it looks like we need to add code to detect from the content of the file the type.
