Dear Mr Tillman,

Could you please send the following information with regards to the
'partnership' between Carmarthenshire County Council (the
'council') and Simons Group Ltd (and associated subsidiaries)
concerning the development of St Catherine's Walk and the new
market hall, Carmarthen.

1. Financial contributions made by the council towards the planning
applications submitted by Simons Group Ltd; including
consultations, reports, legal costs, planning fees, and any other
associated costs.

2. Financial contributions made by the council towards legal costs
incurred by Simons Group Ltd, and the council concerning the legal
issues surrounding the closure of St Catherine's Street in
2005/2006.

3. Any other financial commitments made by the council in the form
of land purchase, concessions, infrastructure costs and marketing
etc to Simons Group Ltd.

I would like a detailed breakdown of all these costs as paid
directly or, indirectly as above to Simons Group Ltd.
If there is a problem with my request, please advise promptly so
that I can re-focus.

which was received on 13th November, 2009 and is being dealt with under
the Freedom of Information Act 2000. We are therefore required to

Dear Mrs Thompson,

I refer to your request for information, which was received on 13th November, 2009 and has been dealt with under the Freedom of Information Act 2000.

I will respond to your request in the order it was presented using numbered points as headings for ease of reference.

1. "Financial contributions made by the council towards the planning applications submitted by Simons Group Ltd; including consultations, reports, legal costs, planning fees, and any other associated costs."

No financial contributions were made by the Council towards the cost of planning applications incurred by Simons Group.

2. "Financial contributions made by the council towards legal costs incurred by Simons Group Ltd, and the council concerning the legal issues surrounding the closure of St Catherine's Street in 2005/2006."

Whilst the Council incurred its own legal costs (which were subsequently paid in full before work begun on site by the purchaser of the scheme, Invista Real Estate) no contributions were made by the Council towards legal costs incurred by Simons Group.

3. "Any other financial commitments made by the council in the form of land purchase, concessions, infrastructure costs and marketing etc to Simons Group Ltd."

Whilst the Council did acquire land to ensure the scheme could proceed, before work started on site, all monies paid by the Council were paid back to us by Invista. The reimbursed cost of purchasing this land was £2.2m.
