Misleading answers to my Freedom of Information requests

Dear Sir or Madam,
Would you please provide for me under the Freedom of Information
Act2000 information to the following requests.
Documentations from a senior Cabinet Office Official in my
possession clearly states that the decision to outsource the
Cabinet Office Guard Service was taken by Mr Jerry Page in
December2006/ January 2007.
Due to this new information this clearly shows that answers to my
various FOI requests are very very misleading and that the Cabinet
Office using Section14(1) of the FOI Act2000 for my request REF
FOI261413 was in my belief used to stop an awkward question being
answered(I have already asked for an Internal Review for this FOI
request). I know understand why FOI request REF FOI260874 the
emails weren't made available.
So could you answer why misleading answers were sent?
Also under the FOI Act2000 could you please tell me if
A) Cabinet Office procurement procedures were used for the
privatisation of the Cabinet Office Guard Service?
B) Were the procedures that were used to privatise the Cabinet
Office Guard Service put in place to simply get around the Cabinet
Office procurement procedures?
C) According to Cabinet Office procedure policy at least 3
quotations from suppliers should be obtained. Why was this
procedure not followed?
D) What evidence is there that these requirements were met?
E) I believe this privatisation was done in line with the Cabinet
Offices GERSHON HEAD COUNT TARGET rather than the interest of
Public Savings. I ask you to confirm this?
