Dear Graham Bartlett,
I would be grateful if you could provide me with the information I
requested on 7 October 2008 or else set out in writing the
exemptions you intend to rely on.
I believe that I was legally entitled to receive a response no
later than 16th September 2008.
I would urge to respond in the next three working days so that I
will not be put in a situation where I feel I have no real
alternative to request an internal review.

Thankyou for your further e-mail.
Please let me assure you that I am doing all I can to respond to your request for information. While I had hoped that I could resolve the outstanding consideration of the public interest before I had to travel to Brussels on Sunday, that unfortunately proved over ambitious. However I am continuing to work on this even in my absence from the office.
I acknowledge fully that the FOI Act obliges us to respond to requests promptly, and in any case no later than 20 working days after receiving your request. However, when a "qualified" exemption applies to the information and an accompanying public interest test is engaged, the Act allows the time for response to be longer, in which case a full response must be provided within such time as is reasonable in all circumstances. The specific exemptions which we believe apply in relation to elements of the information covered by your request are Section 43, Commercial Interests, and Section 35, Formulation of Government Policy.
Without wanting again to raise expectations I do hope now to let you have a response by 31st October 2008.
If you have any queries about this letter, please do not hesitate to contact me.

I am writing to request an internal review into the handling of my
request (16 August 2008) under the Freedom of Information Act 2000.
I would be grateful if the reviewer could consider all aspects of
the way my request has been handled, in particular
(i) time taken to process request
(ii) the fact that to date I have not even received the dates of
meetings held and other similarly uncontroversial information that
is likely to be contained in the minutes I requested. This
information would fall within the scope of my request and it is
very unlikely any exemptions from disclosure would be available.

Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of SITPRO Limited's
handling of my FOI request 'Minutes of Meetings of the Directors'.
A full history of my FOI request and all correspondence is
available on the Internet at this address:

I would like the internal review to examine all aspects of the
handling of my request including:
(i) the fact that the name of a Member of HMRC staff was redacted
despite the fact that they appeared to be the most senior member of
HMRC staff present at the meeting. I would argue that this name
ought to have been released.
(ii) the fact that more exemptions were used in the redacted
minutes than were referred to in the covering letter.
(iii) the fact that the Company has relied on exemption 36
"Prejudice to effective conduct of public affairs" without properly
explaining what prejudice might occur if the information were to be
provided.
