Under the various freedom of information acts, please could you
inform me the minimum mileage that a Torfaen councillor can claim
for one journey and how much per mile a councillor can claim (for a
motorcycle, car, taxi, as a passenger of another claimant and
walking).

FREEDOM OF INFORMATION REQUEST

Thank you for your email, dated 05 December 2009, requesting information
under the Freedom of Information Act 2000. I am now in a position to
respond.

You requested:

Under the various freedom of information acts, please could you inform me
the minimum mileage that a Torfaen councillor can claim for one journey
and how much per mile a councillor can claim (for a motorcycle, car, taxi,
as a passenger of another claimant and walking).

There is no minimum mileage that a Councillor can claim for one journey

A Councillor can claim 24 pence per mile for a motorcycle journey.

A Councillor can claim 40 pence per mile for a journey by car (for the
first 10,000 miles) and 25 pence per mile over 10,000 miles.

A Councillor can claim the full cost of a taxi journey as the amounts are
usually fairly nominal. However, the Members' Allowances Scheme does
stipulate the following:

`Subject to the expectation that Members will travel by the most cost
effective means, there may be occasions when a Member will need to travel
by taxi, in cases of urgency, or where suitable public transport is not
available or appropriate

Normally the reimbursement would not exceed the mileage allowance that
would have been payable if the journey had been undertaken by car. If it
was not reasonably practicable for the Member to travel other than by
taxi, they shall be entitled to claim the actual level of expense incurred
by them (including any reasonable gratuity).

Claims must be supported by the submission of relevant receipts.'

A Councillor, as the driver, can claim 5 pence per passenger per mile for
a journey by car.

A Councillor cannot claim any expenses for a journey whilst walking.
