paid to the Leader and Deputy Leader in May 2009, briefly
describing each and its derivation? Can you provide the same
information for the leader of each of the opposition parties,

Thank you for your enquiry as below. This is not validly received as a
Freedom of Information Request because section 8 of the Act requires
applicants to state their name. "Illicit Comment" is not a person's name,
neither would the names of fictional characters such as "Mickey Mouse" be
deemed valid. Consequently we are not obliged to answer the request in its
current form.

Under section 16 of the Act (duty to provide advice and assistance),I
would advise you to resubmit your question using your actual name - or at
least a plausible alias, as there is no requirement under the FOI Act
(unlike the Data Protection Act) to verify applicant's identity.

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Lambeth Borough
Council's handling of my FOI request 'member allowances'.

A full history of my FOI request and all correspondence is

I believe it a reply should be provided in line with best practice
as detailed here
(http://www.ico.gov.uk/upload/documents/l...):
"Even when an obvious pseudonym has been used, as good practice a
public authority should still consider the request even though
technically it can be regarded as invalid. This approach could be
adopted in cases where identity is not relevant to the request and,
in view of the general principle within the FOIA of disclosure to
the world at large, where the authority is content to disclose the
information."
