Mandelson or other BERR officials, to discuss the deployment of
Phorm Webwise technology, with any of the following Peers :-

This seems like a very reasonable request and information that should certainly be available and suitable for release. Good question; I look forward with interest to seeing the answer.

You've been BERRed. They are seeking clarification of your FoI request.
Officials you might like to specify would include
- Sir Brian Bender (Permanent Secretary)
- Hilary Douglas (Chief Operating Officer)
- Mark Gibson (Enterprise and Business Group Director General) (recently left the Civil Service)
- Philip Rutnam (Enterprise and Business Group Director General) (replaced Mark Gibson)
- David Hendon (Director Business Relations 2)
- Vicky Pryce (Chief Economic Adviser )
- Patrick Balchin (Policy Advisor, Business Relations Communications and Content Industries)
- Mary Spoor (Business Relations, Information Hub)
In terms of a date range, try 1 Jan 2006 to present. BERR claim they were not aware of Phorm prior to the announcement on 14 February 2008, yet the Home Office were exchanging correspondence in 2006, 2007, and 2008.
You might want to specify the roles as well as the named individuals, in case there has been an appointment, or promotion in that time period.

Two more Civil Servants to include on your list
- Debbie Gillatt (Director Communications Networks)
- Rachel Clark (Director Broadcasting and Content)

Sounds like a very literal response.
Perhaps posing the question to ask whether there have been any correspondence and/or recorded meetings with the named individuals to discuss the business interests of Phorm and/or 121Media might yield something?
