Mayor of London Transport Strategy - Consultation Process - How many aware within LB Haringey?

Dear Haringey Borough Council,

It has become apparent that many organisations and members of the
public in LB Haringey were not aware of the recent consultation
into the Draft Mayor of London Transport Strategy.

Please explain the steps that Haringey Council took with TfL to
make the public aware of consultation into the Draft Mayor of
London Transport Strategy.

(1) What publicity was undertaken across LB Haringey by TfL and by
LB Haringey?

(2) What was published that explained the Draft Strategy and the
consultation process and how were these made available?

(3) What steps were taken to try to ensure a balanced cross-section
of the public was made aware of the process?

(4) Where were leaflets distributed, and how was this decided?
What analysis suggested this would lead to a fair and balanced
distribution across the community?

(5) What steps were taken to ensure that hard-to-reach sections of
the community, such as those who travel exclusively by private car,
were made aware of the consultation process and encouraged to
participate in it?

(6) What consultation discussions took place between LB Haringey
and TfL over how this process would operate?
To what extent was the council consulted over the detail of the
consultation, and what views did it express?

(7) Is the council happy with the consultation process?
Was the council happy that the online questionnaire was so
flagrantly biased?
Was the council happy that were responders allowed to pick as many
as they chose from an uncosted wish-list?

(7) What steps were taken to inform and involve organisations
likely to have an interest?

(8) What programme of meetings was organised?
Did Haringey Council ask TfL to attend meetings of the council's
Neighbourhood Partnerships, and how many did receive reports on the
consultation from TfL?

(9) How many meetings took place within LB Haringey between TfL and
the council as part of the consultation process?
What about with local groups in LB Haringey?

(10) What pre-consultation took place with interested parties to
ensure that the process was fair and balanced?

(11) Does the council support a MTS consultation on the Draft Mayor
of London Transport Strategy that offers so little for the driver -
private motorist or professional driver of taxi, minicab, van,
lorry or bus?
How important are private drivers in the overall use of transport
in Haringey?
Has the council expressed concerns over this unfair and unbalanced
aspect of the consultation process?

(12) Does the council support a MTS in which the promotion of
cycling within the draft MTS does not also include warnings on the
dangers of this mode?
Does the council support the proposition that a mass switch to
cycling would be beneficial justified, and on what evidence?

(13) Does the council support a MTS consultation in which costings
of various suggestions were not put forward, so that the public
could see how much tax each would entail?

(14) Does the council support a MTS consultation in which there was
no question on the level of subsidy that each mode should receive?

(15) Does the council support a MTS consultation in which no
question is asked as to whether the users of a mode should bear
all, most, some or whatever proportion of the costs of providing
that mode?

(16) What representations has or will the council make regarding
the consultation process into the Draft MTS as a result of this
enquiry or otherwise?

Freedom of Information Request - Mayor's Transport Strategy Consultation
Process

Thank you for your email dated 15 January 2010.

Please find enclosed the information requested. I will respond to the
request in the order that they were raised.

(1) What publicity was undertaken across LB Haringey by TfL and by

LB Haringey?

TfL organised the publicity for the revised MTS. A consultation event was
held and staffed by TfL at Wood Green Library on 2 November 2009. I do not
have any further information on publicity for this event.

(2) What was published that explained the Draft Strategy and the

consultation process and how were these made available?

TfL produced a summary of the MTS. Further information should be available
from TfL.

(3) What steps were taken to try to ensure a balanced cross-section

 of the public was made aware of the process?

This is a question for TfL to respond to as the Council has no information
on this issue.

(4) Where were leaflets distributed, and how was this decided?

What analysis suggested this would lead to a fair and balanced

distribution across the community?

This is a question for TfL to respond to as the Council has no information
on this issue.

(5) What steps were taken to ensure that hard-to-reach sections of

the community, such as those who travel exclusively by private car,

were made aware of the consultation process and encouraged to

participate in it?

This is a question for TfL to respond to as the Council has no information
on this issue.

(6) What consultation discussions took place between LB Haringey

and TfL over how this process would operate?

To what extent was the council consulted over the detail of the

consultation, and what views did it express?

The Council was made aware of the consultation process at the end of
October including the roadshow on 2 November but did not have any input
into the consultation process.

(7) Is the council happy with the consultation process?

Was the council happy that the online questionnaire was so

flagrantly biased?

Was the council happy that were responders allowed to pick as many

as they chose from an uncosted wish-list?

The Council has not expressed a view on the consultation process.  We
asked for a further roadshow due to the short notice on the November
roadshow.

(8) What steps were taken to inform and involve organisations

likely to have an interest?

This is a question for TfL to respond to as the Council has no information
on this issue.

In addition, TfL attended the Council's Transport Forum gave a
presentation on the draft MTS and consultation process.  The Haringey
Transport Forum is open to all and has a number of environmental,
transport and resident groups as members.

(9) What programme of meetings was organised?

Did Haringey Council ask TfL to attend meetings of the council's

Neighbourhood Partnerships, and how many did receive reports on the

consultation from TfL?

The Council did not request attendance at Neighbourhood Partnership
meetings. We do not have any information on a programme of meetings.  As
mentioned above, TfL gave a presentation to the Council's Transport Forum.

(10) How many meetings took place within LB Haringey between TfL and

the council as part of the consultation process?

What about with local groups in LB Haringey?

Haringey is one of the local authorities that attends the North London
Transport Forum.  We have met TfL a number of times at those meetings to
discuss the draft MTS. 

There were no meetings on the consultation between the Council and TfL. We
have no information on meetings between TfL and local groups.

(11) What pre-consultation took place with interested parties to

ensure that the process was fair and balanced?

We are not aware of any pre-consultation.

(12) Does the council support a MTS consultation on the Draft Mayor

of London Transport Strategy that offers so little for the driver -

private motorist or professional driver of taxi, minicab, van,

lorry or bus?

How important are private drivers in the overall use of transport

in Haringey?

Has the council expressed concerns over this unfair and unbalanced

aspect of the consultation process?

The Council's response to draft MTS was agreed by Cabinet on 26 January.
One of the key issues for the Council is to tackle the longer car journeys
which are passing through the borough and how this can be effectively
addressed such as by strengthening traffic restraint measures. We are not
supporting improvement measures to the North Circular Road which lead to
road capacity being increased.

(13) Does the council support a MTS in which the promotion of

cycling within the draft MTS does not also include warnings on the

dangers of this mode?

Does the council support the proposition that a mass switch to

cycling would be beneficial justified, and on what evidence?

The Council supports more safe cycling in the Borough as part of its
strategy to support sustainable transport in the Borough. Our projects to
improve road safety, to provide specific cycle facilities and to provide
cycle training for school pupils and adults are aimed at making cycling as
safe as possible in the Borough. There are fortunately very few serious
cycle accidents in the Borough - the latest 3 years accident data shows
there were 16 cyclists killed or seriously injured on the Borough's roads.
Over the same time period there were 163 slight cycle casualties. Evidence
from Holland shows that greater levels of cycling does not necessarily
lead to a proportionate increase in cycle casualties.

(14) Does the council support a MTS consultation in which costings

of various suggestions were not put forward, so that the public

could see how much tax each would entail?

The Council has not expressed a view on this in its consultation response.

(15) Does the council support a MTS consultation in which there was

no question on the level of subsidy that each mode should receive?

The Council has not expressed a view on this in its consultation response.

(16) Does the council support a MTS consultation in which no

question is asked as to whether the users of a mode should bear

all, most, some or whatever proportion of the costs of providing

that mode?

The Council has not expressed a view on this in its consultation
response.

(17) What representations has or will the council make regarding

the consultation process into the Draft MTS as a result of this

enquiry or otherwise?

The Council will not be making any representations to TfL on the
consultation process.
