In a BBC report (copy here:

Martin Low states that WCC have documents from the GLC that explain
how all WCC's diplomatic car spaces are legal.
Could these documents please be made available to the public as
below?
Martin Low states that the GLC had legally placed all WCC's
diplomatic spaces. Can we see those documents and the spaces they
relate to?
Martin Low also states that WCC have the current documents for all
WCC's diplomatic spaces. Can we see those documents and the spaces
they relate to?

Dear Westminster City Council,
Please pass this on to the person who conducts Freedom of
Information reviews.
I am writing to request an internal review of Westminster City
Council's handling of my FOI request 'Martin Low's reference to GLC
Documents for Diplomatic Car Spaces'.
It is now a further 20 days since my request has been accepted, I
have been waiting 40 days and still no idea when this information
is going to be forthcoming.
Please provide the details of your investigation which will be used
in due process with the ICO should the full information not be
supplied forthwith.
