Dear Sir or Madam,

Thank you I appreciate your response. However, I am concerned that
"It is the responsibility of NHS organisations to maintain this
information and the Department does not routinely contact NHS
organisations to investigate the accuracy of this information.
Therefore the results cannot be relied upon as an accurate answer
to your questions."

Does this occur with internal promotions too?

Yours sincerely,

D. Speers

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Department of
Health's handling of my FOI request 'Management statistics of NHS
and Foundation Trusts'.

A full history of my FOI request and all correspondence is
available on the Internet at this address:
http://www.whatdotheyknow.com/request/ma...

I remain concerned that whilst this information is very much a
public concern, it appears " The Department does not validate data
that will not be routinely made available to the public because
this would place an unnecessary and costly burden on NHS
organisations and the Department. This includes data on ‘internal
promotions’ and I question why this information is not routinely
made available to the public

Yours sincerely,

D. Speers

I am informed that :The Department of Health does not validate data that will not be routinely made
available to the public or used for internal work because this will place an unnecessary
and costly burden on NHS organisations and the Department.

The Department is
committed to minimising the number of data collections from NHS organisations, in line with wider Government policy on ‘reducing the burden’. There is a need to balance the benefits gained from publishing information, such as that you requested, against the
costs of collecting and validating the information, which uses up resources that could otherwise be focused on improving services for patients.

The Review of Central Returns (ROCR) website provides information on this process
(http://www.ic.nhs.uk/services/the-review...). ROCR outline that information should normally be collected for, i) accountability to Parliament, ii) performance management of the NHS, and iii) informing policy developments. The Department is undertaking a project to review its information requirements and will certainly take your comments into account.

In line with wider Government policy on ‘reducing the burden’....maybe DH costs accrued by issuing guidance on Independent Investigations as possible indicators of 'significant system failure' whilst withdrawing one of the main access criteria could be considered a waste of public funds?

Dear Ms Speers

I am writing to you about your recent email seeking a response to your
original request on 27 March seeking an internal review into your previous
correspondence concerning the HSG (94) 27.

Please may I ask you to accept our apologies for the delay in responding to
you. Unfortunately, we had wrongly related this internal review request
with that for your other request for an internal review concerning NHS
statistics and data validation. You will recall receiving my letter of 25
June. We will now fast-track this outstanding request and will aim to
provide you with a reply by Friday 17 July at the very latest.

With the above in mind, it would be very much appreciated if you were able
to provide case reference numbers we usually quote with any further
requests for information under the provisions of the Freedom of Information
Act (FOIA) to avoid any confusion in the future.

Once again, please accept our apologies for this oversight.

Yours sincerely
