Can you advise on whether you would be able to provide the
disclosed information in a pure text based format, such as MS Word?
As the disclosures seem to be scanned copies of paper documents?
Which restricts the capacity to use a Screen Reader

With regards the additional information you may disclose, can you
advise how long I may wait, please provide a date/deadline.
You mention you have redacted some junior staff member details,
does this designation of 'junior' apply to the Croydon Council
"Senior casework"?
Your letter mentiond "Annex B", I cannot find this document amongst
your disclosures. When the internal review takes place can I ask
that this also cover why names have been redacted, taking note that
if these individuals are Social Workers they are Public officials
whose names are already available to the Public and therefore it
could be considered that disclosure of such names would not be a
breach of the Data Protection Act. I understand that social workers
are required by statute to register their details for public access
on

In your Internal Review please confirm that all the information
that has been redacted is only names, as some of the redaction does
not seem to limited to such.

The name of the senior caseworker from Croydon Council was redacted under
Section 40 (2) (personal information). It is our policy to redact names
of NAO staff below the grade of Audit Manager/Grade 7. In the case of
names of staff from other organisations we redact those of an equivalent
seniority. This decision was also taken on the advice of the council.
Annex B is at page 4 of the partial response letter. For your
convenience, I have included a copy below. The annex also includes a
summary of the information where we are still considering the public
interest under Section 33 (audit functions) of the Freedom of Information
Act 2000.
We are still consulting with third parties in relation to this final piece
of information and endeavour to have a response with you as soon as
possible.

Dear FOI, REQUESTS,
Thank you for you expressed considerations concerning
accessibility. However, a blanket policy to redact information in
this way would seem not to comply with letter and spirit of Section
11 of the Freedom of Information Act and or the Disability
Discrimination Act.
You seem to suggest that the NAO already holds the information in
the format I requested. As the disclosures are only in text format
I suggest you redact thus:
Replace any sensitive text with the term [redacted] therefore
removing any text/information you wish to exempt. Then use the file
document function to:
'select all' and 'copy'
then open a new text document and paste all the amended text into
this new document and save it.
This suggested process should enable your needs and mine to be met
and I do consider it quite practicable within the meaning of
Section 11.
