Dear Sir or Madam,

I would be grateful if you would confirm that you are the
responsible authority for the maintenance and upkeep of the
lighting fixtures along the Rochdale Canal (from Princess Street
through to and including the Castlefield basins). If not, who is?

If they are under the auspices of Manchester City Council
responsibility, can you also then indicate:
- How often they are checked to be in working order
- Number of reports of damaged/non-functioning lights in the last
year.
- The time it has taken to repair the lights
- Number of outstanding faults awaiting repair.
- Timescale for repairs

Dear Mr Knight

Thank you for your request for information, which was received by
Manchester City Council on 27 January 2009 and has been considered under
the provisions of the Freedom of Information Act 2000.

In response to your request please find comments as below -

There are approximately 37 street lights on the canal footpath running
between Princess Street and Castlefield Basin. I can confirm that
Manchester City Council is responsible for the maintenance of this
equipment. However, all street lighting maintenance since July 2004 has
been carried out by our street lighting service provider under a Private
Finance Initiative agreement.

* I can confirm that the street lights are inspected at night time by
the service provider every 14 days.

* During the course of 2008 a total of 8 faults were identified.

* The average repair time for these faults was 10 working days.

* At the end of 2008 there were no outstanding faults awaiting repair.

In addition there are a number of sections of canal footpath which run
underneath bridges and are illuminated by wall mounted lights,
regrettably, these lights are presently not being maintained under the PFI
agreement. However, the authority is currently working on a project to
survey and assess the lighting on the canal towpath which will conclude
with all lighting units being identified and where required, brought into
the PFI agreement and receive full maintenance support from the service
provider, this project will be completed by March 2009. In the interim,
the service provider will initiate repairs to the faulty lighting units
identified within five working days.
