Please supply any document or policy in relation to the handling of
post received from the postal administration on the Isle of Man.
In particular:
1) Any fees charged to Isle of Man Post for onwards delivery of
items addressed to the UK
2) Any fees charged to Isle of Man Post for handling of items
destined for international delivery
3) The status that items posted on the Isle of Man have within the
UK postal system, e.g. are they treated as first or second class
post?

Dear Mr Tulp,
Thank you for your letter. I wish to request an internal review,
and dispute the application of the Section 43(2) exemption, on
grounds which are not limited to the following:
1. That Royal Mail Group Ltd is a government owned company; that
Isle of Man Post is a part of the Isle of Man Government, and there
are no parties who would conceivably replace them in this
relationship. It follows that it is not therefore a normal
commercial relationship. It is certainly the case that for mail
sent to the Isle of Man via Royal Mail, Royal Mail has no choice
other than to deal with Isle of Man Post, as it is a statutory
monopoly. It therefore follows that it is highly unlikely there
would be any commercial harm to either party.
2. That no additional premium over UK inland rates is charged for
the postage of mail to an external mail administration, whereas
(for example) a higher rate is charge for letters to the Republic
of Ireland. That this discrepancy exists is a matter of legitimate
and proper public interest, and the requested information should be
disclosed in the interests of openness and informing the public.
3. It would not appear the exemption has any application whatsoever
to the last parts of my query: namely the modes and status of the
mail within the Royal Mail's UK streams.
I look forward to receiving Royal Mail's response to this appeal in
due course.

Re: Internal Review under the Freedom of Information Act

of Royal Mail Group’s reply to your request for information under the
Freedom of Information Act 2000. This is receiving our attention and I

In accordance with guidelines from the Information Commissioner’s Office,
Royal Mail will answer all appeals and requests for internal review of FOI
requests as soon as it reasonably can. This will usually be within 20
working days and in any case no later than 40 days from receipt of the
