Dear Sir or Madam,
Speed restriction, average speed cameras and lane coning relating
to road marking changes at the M5 junction 31 northbound have been
in place for over three months. No work appears to be in progress.
On what basis are the restrictions in place? If there are ongoing
works when will these finish? When will the restrictions be
cleared? Is it true that the M5 northbound is deliberately being
slowed for no apparent reason?

Dear Mr T,
You contacted the Highways Agency Information Line
AccordMP are the Managing Agent Contractor for the Agency for the trunk
roads in Devon & Cornwall, and your enquiry has been passed to us for
action.
The speed limit of 50mph at the junction of the A30 and the A38 at Jnc
31 of the M5 was imposed whilst a temporary traffic management system
was in place during the summer period. This change in layout proved to
be very successful and the queues on the A30, which had previously
extended to lengths of up to 9km, did not materialise. We monitored the
junction on CCTV throughout the summer, and are continuing to do so, and
can assure you that there has been very little impact on traffic flow on
the A38.
Now that the summer holiday traffic is over, a permanent change to the
junction will be constructed this year. But in the meantime the
temporary arrangement requires a speed limit because the junction is not
yet of sufficient standard to allow the normal national speed limit.
