Dear Sir or Madam,

in a debate in the House Of Lords 2 April 2009 (Column 1184) at
midday, Lord Maclennan of Rogart asked the following question;

"I wonder whether the Government can give any information about
their intention to put communication data, concerning e-mails,
telephone communication and the internet, on a large, centralised
database. The general expectation about an anticipated Bill has
given rise to considerable concern because it is widely recognised
that those who access these things can scan people’s life histories
with very little advantage accruing to the individuals but much
accruing to those who want to advertise."

The Minister present, The Parliamentary Under-Secretary of State,
Ministry of Justice (Lord Bach) failed to respond to the question
but stated that "I will have to write to noble Lords with answers
to their questions as best I can".

Please disclose the letter written by Lord Bach to Lord Maclennan.

Information reviews.

I am writing to request an internal review of Ministry of Justice's
handling of my FOI request 'Lords; Personal data: impact on privacy
and freedom'.

A full history of my FOI request and all correspondence is

On 2nd April 2009, Lord Maclennan of Rogart put the following
question to Lord Bach (column 1186);

"I wish to put a number of other questions to the Minister in this
relatively brief intervention, considering the scale of the
subject. I wonder whether the Government can give any information
about their intention to put communication data, concerning
e-mails, telephone communication and the internet, on a large,
centralised database. The general expectation about an anticipated
Bill has given rise to considerable concern because it is widely
recognised that those who access these things can scan people’s
life histories with very little advantage accruing to the
individuals but much accruing to those who want to advertise."

The information supplied in answer to my freedom of information
request includes neither a letter addressed to Lord Maclennan, nor
the answer to his question.

Please will you conduct an internal review?

I am particularly keen to understand why Lord Maclennan of Rogart
was under the impression that the Communications Database might
accrue much advantage for those who want to advertise, and how Lord
Bach responded to that question.

I too am particularly keen to understand why Lord Maclennan of Rogart was under the impression that the Communications Database might accrue much advantage advertisers with little or no benefit for the public, and extremely interested in the response given by Lord Bach to the question.

Further to our telephone conversation yesterday I can confirm that the

So sadly, it would seem Lord Bach chose to ignore Lord Maclennan's question.
