RE: THE LONDON FREEWHEEL EVENT (GOOGLE LONDON FREEWHEEL)

I wish to make an Freedom of Information Act request about the
aforementioned event, as follows:-

1. What is the length of the Sky sponsorship contract?

2. Are/were there any other sponsorship agreements in place?

3. How much is Sky paying for the sponsorship ?

4. How much taxpayers money was spent on the event in 2008 ?

5. How much council taxpayers' money was spent on the event in
2008?

6. What consultants, agents or other thrid parties were used in
advising on the Sky sponsorship contract?

7. Are any accounting or financial reserves held against
prospective claims against GLA/Mayor of London's office in
connection with the Sky sponsorship contract ?

8 Could I have a copy of the Sky sponsorship contract (I appreciate
that the commercial confidential data may need to be redacted).

Dear Mr Hemmings

Thank you for your email requesting information under the Freedom of Information Act. Due to the subject matter, we believe that some of the information may fall under the exemption for Commercial interests within section 43 of the Act and as such may need to be witheld.

The Freedom of Information Act (ss.10(3) and 17(2)) allows public authorities to extend the period for responding to requests under the Act if some or all of the information requested may be subject to exemptions and longer is needed to consider the public interest. I am writing to inform you that it will be necessary to extend the time limit to respond to your request beyond 20 working days in this case. We expect to have made a decision in this matter by 23 January 2009, though if we are able to make a decision before then, we will contact you sooner.

Dear Mr Hemmings

I am writing in response to your request for an internal review of the Greater London Authority's (GLA) handling of your FoI request relating to the London Freewheel Event.

My understanding is that the final response to your request was sent out the day after your complaint was submitted. Therefore I understand your complaint to relate to the way the request was handled rather than our application of any exemptions in the final response.

Your initial request was received by the GLA on 24 November 2008, and a response therefore due by 22 December 2008. A holding response was sent to you on 19 December 2008, which explained that some of the information was subject to exemptions and that longer would be needed to consider the public interest. The GLA is entitled, under section 10(3) of the Act, to do this where information falls under an exemption that is subject to a public interest test. However, it appears that some of the information that you had asked for was not subject to such an exemption (specifically how much taxpayers' money/council taxpayers' money was spent on the event in 2008), and this information should have been disclosed by the due date of 22 December.

Following the holding response of 19 December, there was a further delay in responding, and as indicated above, the final response was sent out on 4 February 2009. Although I understand that time was required to consult third parties and consider the public interest in regard to some of the information, this does not explain the significant delay which you encountered. I have brought this to the attention of the Director of Communities and Intelligence and the individuals concerned.

Please accept my apologies for the unacceptable delay in responding to your request. If you are not satisfied with this response, you may complain to the Information Commissioner, whose contact details can be found at www.ico.gov.uk. Should you wish to request a review of the final response and any exemptions applied, please contact me via [Greater London Authority request email] in the first instance.
