Dear Lambeth Borough Council,

I applied by email to my local councillors (Prince's Ward) for a
share of the £12000 Local Community Action Fund for our community
garden on 26 January 2010 after seeing the article in the Lambeth
Life newspaper the same day on page 5, publish date 1 February
2010. The application deadline for suggestions is 15 February 2010.

I received a reply the same day to say the funds have already been
allocated even though the closing date had not passed.

I would like to see a copy of the minutes of the meeting when the
decision was made and any other related documents which relate to
the the criteria of when and how the recipients of this fund were
chosen.

Thank you for your FOI request for the following information:

* A copy of the minutes of the meeting when the decision was made and

* Any other related documents which relate to the criteria of when and how
the recipients of this fund were chosen.

The Community Action Fund is intended to help councillors to play a more
active role in their constituencies and to identify and deliver on local
priorities. The fund is not a grants programme in the usual sense of the
word and any or all the funds can be spent on works undertaken by council
departments or their contractors. The council will allocate the fund in
either making grants or undertaking public works, as appropriate. They are
guided in this by the ward members in accordance with their views on the
local priorities and any projects must be nominated and approved by all
three councillors in each relevant ward. The officer approval is to
confirm that all three Ward Members approve the proposals and that the
proposal meets the terms and conditions of the funding programme. There is
no formal minuted meeting where this takes place.

Projects are subject to the restrictions set out in the Guidance Notes,
which are attached for your reference. These include a minimum project
size of £1,000 and a limit of three projects per ward. It may,
therefore, also affect councillors* project selection that there be a good
*fit* between the projects chosen to ensure that the total allocation for
the ward is fully utilised.

The closing date for applications from councillors was initially 14
December 2009, but this was extended to 15 February 2010 to allow more
projects to be worked up. However, with reference to the deadlines the
Guidance (page 7) states: *Although the above dates are given as final
deadlines, councillors may, and are indeed encouraged to, submit proposals
as soon as they are ready, in order to facilitate timely project delivery
throughout the borough.* i.e. the deadline is the final date for receiving
proposals, but applications can be approved ahead of that time.

The projects proposed for Prince*s Ward for 2009/10 are: an *identity*
project for Kennington Cross, Vauxhall Gardens Estate improvements, and
enhancements to Tolpaide Square on Ethelred Estate. These are all
currently still in development, but they have been nominated by the ward
members and are expected to be those approved for funding.

I am sorry that you have been disappointed on this occasion, but
ward councillors have been advised about your interest in the scheme for
future reference.
