Dear Ms Akers
Thank you for your response to my FOI request to receive a copy of
the contract between Liverpool City Council and Mouchel Parkman
establishing 2020 Liverpool Vision (company register number
04782302) which I received on 26 March 2008.
However, I wish to complain about the redactions made to this copy
of the contract.
The initial financing of the company (section 4.11), and the
servicing charges for 2005 (page 40 and 42) were withheld because
the Acting Soliciter Michael Kenworthy stated that this information
was likely to prejudice the commercial interests of a "person".
For the cost of £1 anyone can obtain the "Report and financial
statements for the year ended 31 March 2007" of 2020 Liverpool
Limited from Companies House detailing all the figures for 2006 and
2007. I am therefore satisfied that the belief that the 2005
figures could prejudice anyone's commercial interests is without
merit.
Also withheld as a result of the Acting Soliciter's opinion was the
entirety of Schedule 1 (page 30) listing the Current Directors,
Company Secretary, and Proposed Initial Directors.
For the cost of another £1 anyone can obtain the full "Details of
Officers of the Company", including dates of birth, nationality,
occupation, and complete postal address from Companies House. I am
satisfied that disclosure of the information in Schedule 1 could
not possibly breach the Data Protection Act because Companies House
has been subject to the Data Protection Act for many years and its
practice of disclosing this information about company directors is
well established.
Please send a complete copy of this contract without any redactions
to the email above so it can be retained for the public record.
