I believe it was implicit in my request - and I will now make it
explicit - that I wished to receive a response by email to this

Can you clarify if Essex County Council are refusing to do this,
and if so under what sections of the Freedom of Information Act an
exemption is being claimed?

Dear Sir or Madam,

Please pass this on to the person who conducts Freedom of
Information reviews.

I am writing to request an internal review of Essex County
Council's handling of my FOI request 'List of Streets for the
Parish of Ingatestone and Fryerning'.

I am requesting a review because Essex County Council has failed to
supply a copy of the information requested. The Information
Commissioner has previously ruled that referring to a statutory
opportunity to inspect information on official premises is not an
appropriate response to a Freedom of Information request.
