From: Paul Howie

Dear Sir or Madam,

Please could you supply me with a list of all the NHS contracted GP

Yours faithfully,

Paul Howie

This looks like a request for a direct marketing mailing list, which is outside the remit of FOI. I do hope the authority asks for the purpose of this information as I cannot see why civil servants should be spending time on something that clearly has no public interest or value.

No it is not. None of the surgeries will be contacted with any marketing material.

If nearly complete is enough for you then a lookup table is published every year.
For the latest see http://www.ic.nhs.uk/statistics-and-data...
It is about half way down the page.

That is not really true - you are not required to provide a reason when you make an FOI request, you are not required to say how you will use the information. The processing of the request should normally be applicant and motive blind.
