Please can you provide me with the following information under the
Freedom Of Information Act 2000:-
(a) addresses and rateable values of Commercial properties that are
within your District Council up to a rateable value of £12,000 who
are eligible for, but not currently receiving small business rate
relief; and
(b) the names of the owners of those properties referred to in (a)

Dear Mr Woodley,
I am responding to your emailled Freedom Of Information request received
in my office on the 4 January 2010.
Firstly, I can advise that I am unwilling to divulge any information
pertaining to any individual, only companies that have been
incorporated.
In reply to question a) please find a list of properties in the district
which have a rateable value of under £12000 and where the occupant is not
in receipt of Small Business Rate Relief.
In reply to question b) please be advised that I do not necessarily
collect information as to the owners of commercial properties when
administrating National Non-Domestic Rates (NNDR). However, in
administering NNDR I may collect those details on some properties when
determining whom is the liable party for the rates. The time taken to
investigate each property listed in reply to question a) to see if I hold
the owners details would be greater than 16 ½ hours.
Should you wish me to undertake such an investigation then please contact
my office where a estimated cost of this information retrieval can be
supplied.
Alternatively this information may be available from the Land Registry
Office.
