Please can you provide me with the following information under the
Freedom Of Information Act 2000:-
(a) addresses and rateable values of Commercial properties that are
within your District Council up to a rateable value of £12,000 who
are eligible for, but not currently receiving small business rate
relief; and
(b) the names of the owners of those properties referred to in (a)

Mr Woodley,
before I respond to your latest FOI request I would inform you that I am
unable to supply a comprehensive list of those ratepayers who are eligible
for SBRR who do not currently receive it. This is because eligibility
depends not only on the RV of the property but also on whether the
ratepayer occupies one or more properties. This can only be determined in
individual cases upon receipt of a completed application form for relief.
I can, therefore, only supply a list of those properties that meet the RV
criterion, not the occupation test.
You have asked for the owners of all the relevant properties. I do not
hold owner information on all properties as liability to non-domestic
rates falls to the occupier of a property. The owner would only be liable
if the property is empty (in which case it would not be eligible for
SBRR).
I can supply the names of ratepayers, but only where the ratepayer is
corporate body (I would not be able to supply ratepayer details where the
ratepayer is an individual person or persons).
Please can you clarify your request to reduce time spent dealing with
possible unnecessary further FOI requests.

Mr Woodley,
please find attached a spreadsheet containing the property address,
rateable values and ratepayers (where allowed) of all properties not
receiving small business rate relief. Where the ratepayer is an individual
person, I have deleted the name from the spreadsheet.
I have not included any properties where it is obvious that the ratepayer
cannot receive relief e.g. the district council, national organisations
etc.
I trust this now fulfils your request.
