How long and at what times will the roads adjacent to Woolwich
Barracks be closed during the shooting events of the 2012 Olympics
and associated rehearsals?
Please state what effect this will have on the access to the A&E
unit at the Queen Elizabeth Hospital Woolwich; and how much time
will this add to ambulance journeys to other A&E facilities should
access to the QE be prevented during the shooting competitions?
Has the local population and taxpayers been informed of these
restrictions and any likely delays to A&E access

Dear Albie Fox
Your follow up request was received while Mr Nash was on leave and the
information from the QEH team was in his inbox awaiting his return. I can
now furnish you with the following reply:
There have been discussions held with the London Organising Committee of
the Olympic and Paralympic Games (LOCOG).
Meetings have been held to understand the implications of the detailed
plans and a Planning Application will have to be made by LOCOG to the
Local Authority. We do understand that there will be local road closures
but timescales are not yet clear. The Trust expects to work on the details
with LOCOG over the coming months/years to understand the impact and
ensure that the effects on the hospital are minimised.
The Government responded to the consultation exercise about the
designation of the Olympic Route Network (ORN) on 30th June 2009. The
Secretary of State has now laid an Order in Parliament designating the
roads that will form the ORN. The Order comes into force on 22nd July
2009. The formal effect of designation is to give the Olympic Delivery
Authority (ODA) powers to approve planned road works on the ORN, and to
make Traffic Regulation Orders on the ORN roads and designate additional
ORN roads subject to consultation and the Secretary of State's consent.
The text of the Order, maps indicating the ORN routes, a report on the
consultation responses and the Government's response to the issues raised
are available on the Department's website at

The ODA has created a page on the [3]London 2012 website to provide
further information about its plans and a dedicated email address for

A number of changes have been made to the roads in the ORN in the light of
the consultation responses. The Government's response also sets out the
ODA's plans, starting this summer, to engage and consult with residents,
businesses and other stakeholders on the design, implementation and
operation of the traffic management measures to be applied on the ORN
roads during the Games. The second phase will be engagement on managing
the impact of utilities and highway authorities works on the ORN.
In its response to the consultation the Trust formally requested that the
hospital is contacted by ODA to discuss these measures further.
In addition to the above or Emergency Planning Officer has told me that
the Trust does not expect there to be any interference to access unless
there were a major incident.
I hope this answers your initial query and that the websites above will
enable you to find out anything further you need to know.
I am sorry that we were unable to respond within 20 days. We (along with
most other NHS trusts) are receiving unprecedented numbers of requests for
information of the sort that are not, 'please send me a copy of this or
that document' that we can respond to easily and this is making it more
and more difficult to achieve the standard. We are looking to see how we
can become more efficient at responding to everyone who contacts us and
intend to put more information on our website to hopefully cover the most
frequently made requests. However this work like the new Trust and the new
website is still under development.

Thanks you for your comprehensive reply and apology for the delay
which I understand.
I see why you are unable to deal with my request straight forwardly
but feel that you could answer the second part of my question in
the second paragraph which you can see:
Please state what effect this will have on the access to the A&E
unit at the Queen Elizabeth Hospital Woolwich; and how much time
will this add to ambulance journeys to other A&E facilities should
access to the QE be prevented during the shooting competitions?
In other words how much further are other A&E facilities if QE
Woolwich be unavailable? The fact is that the access roads will be
unavailable during the shooting as they are in the danger area. So
the Woolwich A&E will be unavailable all day every day that
shooting takes place.
