Dear Sir or Madam,
Under the Freedom of Information Act (2000) I would like to know
how many students have been stopped from graduating due to having
an outstanding library loan or fine.
If possible, could you tell me the year they ere due to graduate,
the course they were due to graduate from, the amount the fine was
for, and the outcome.
I understand I am entitled to a reply within 20 days, which will be
15th June.
I look forward to your response.

Dear Ms Jones
In your email of 15 May 2009 you ask how many students have been stopped from graduating due to having an outstanding library loan or fine. On 20 May 2009 you confirmed that the period you were interested in was the last 10 years, but that if data was not available for this period that you would be happy to receive data for the last 5 years.
Students could only be prevented from graduating due to outstanding library fines. Prevention would not be considered for outstanding loans. The University of Birmingham does not hold a database which records details of those students who have been prevented from graduating due to outstanding library fines. It would therefore be necessary to interrogate the University's student database to establish which students had had a "hold" put on their records for non payment of library fines. Once these individuals were identified, a manual search of each record would then have to be undertaken to establish whether this "hold" had prevented the student from graduating.
We have discussed this request with relevant stakeholders (the University's Academic and Student Administration Department, Library Services and the Finance Office), who have sampled the data held. They have not identified, from the data accessed or from corporate memory, a single case in the last 5 years of a student being prevented from graduating at the University of Birmingham due to non payment of library fines. Please note that data does not exist for the period prior to this 5 year period.
If you are unhappy with the manner in which your request has been dealt with, you may ask for an internal review. A copy of the Complaints and Appeals procedure can be found at: http://www.legalservices.bham.ac.uk/foi/... . If you are not content with the outcome of the internal review, you have a right to apply directly to the Information Commissioner for a decision.
